With reference to your letter No.82797/31
3. of March 21st last, I am directed by Mr. Secretary

Henderson to transmit to you herewith, to be laid before
Lord Passfield, copy of a despatch from His Majesty's
Minister in Peking concerning the desirability of
granting British passports to persons of Chinese race
born in Hong Kong.
2. Mr. Henderson concurs in the views expressed
in the letter from the Home Office to your Department
of the 11th March and by Sir M. Lampson, and considers
that it would be preferable to make no change in the
existing practice.
